Rock Island, Quebec, originated as a small settlement called Kilborn's Mills in the early 19th century. Early Settlement (1798): New England pioneers, including Samuel and Selah Pomroy from Massachusetts, first settled the area. Kilborn's Mills (1803): Colonel Charles Kilborn built a saw mill and a corn (grist) mill powered by a dam on the Tomifobia River. Naming Rock Island (Mid-1800s): A channel was dug around a bend in the Tomifobia River to direct water to the mills; the land enclosed between the new channel and the river became known as "Rock Island". It developed as an industrial and border-hub community known for manufacturing (such as Butterfield & Co.). It was incorporated as a village in 1892 and became a town in 1957. Rock Island merged with the neighboring communities of Beebe Plain and Stanstead Plain to form the unified Town of Stanstead.
